Traffic Violation in UAE The UAE has started implementing the provisions of the amended Federal Traffic Law since July 1, 2017, Ministerial Resolution No. 177 regarding the issuance and renewal of driving licenses, and Ministerial Resolution No. 178 regarding special procedures for traffic control, emergency on the executive regulations of Federal Law No. 21 of 1995 regarding traffic and traffic, amended by Federal Law No. (12) for the year 2007 AD, and Ministerial Resolution No. (127) for the year 2008 AD

These amendments aim to achieve the highest levels of traffic safety, control road security, reduce traffic accidents, and achieve the target of traffic indicators and the national indicator to reduce deaths from 6 to 3 per 100,000 population by 2021.

The government also reconsidered all traffic violations in terms of points, with the inclusion of some new violations, and an increase in the number of points recorded on them, especially after it was noted the extent of their seriousness and their impact on the rates of accidents and deaths.

First: Ministerial Resolution No. (177) of 2017, amending the executive regulations of Federal Law No. (21) of 1995, regarding traffic.

Issuance and renewal of driving licenses Article (85) of the new regulation stipulates that five conditions must be met in order to grant or renew driving licenses:

  • The age requirement, in accordance with the provisions, stipulated in the law and its executive regulations
  • Free from diseases that may hinder or affect the driver’s ability to drive, and this is proven by a certificate from the competent health authorities in the country
  • Pass the driving test conducted by the licensing authority, in accordance with the rules and procedures set forth in the regulations
  • For non-nationals, obtaining a valid residence permit, except for citizens of the Cooperation Council for the Arab States of the Gulf
  • Pay the prescribed fees

Traffic Violation in UAE The decision included several requirements regarding the issuance and renewal of driving licenses, including:

  • The validity period for issuing a driver’s license for the first time or replacing it is two years for those aged 21 years and over for applicants who are citizens of the country, citizens of the Gulf Cooperation Council countries, as well as other nationalities.
  • The validity period for renewing licenses is 10 years for those aged 21 years and over for citizens of the country and the Gulf Cooperation Council countries.
  • The validity period for license renewal is 5 years for those aged 21 years and over for other nationalities.
  • For those under the age of 21 who are citizens of the State, the Gulf Cooperation Council, and other nationalities, the period granted for the validity of driving licenses for the first time, replacement, or renewal is for a period of one year as currently applied.

Second: Ministerial Resolution No. 178 of 2017, regarding traffic control rules and procedures (traffic points)

It includes the new violations, the amendment of some fines, and previous traffic decisions, which cover several aspects, including:

  • All passengers, whether in the front or back seats of vehicles, must fasten their seat belts, and the driver will be liable for the violation of any passenger not fastening the seat belt.
  • Failure to fasten the seat belt while driving by the driver, and the failure to fasten the seat belt while driving for any of the passengers, will result in a fine of 400 dirhams, and 4 traffic points.
  • A child from the age of ten and under, or anyone whose height is less than 145 cm, is not allowed to sit in the front seat of the vehicle, and this violation will result in a fine of 400 dirhams, this violation also includes all adults whose height is less than 145 cm

Reckless driving

  • The new traffic amendments stipulate the imposition of a fine of 2000 dirhams, the registration of 23 traffic points, and the impoundment of the vehicle for 60 days in case of reckless driving.
  • The amendments also provide for imposing the same penalty and fine on drivers who endanger the lives of others
  • Violations also include: intercepting traffic, crossing red lights, sudden swerving from the road, and driving without number plates

Driving under the influence of narcotics or psychotropic substances

The traffic amendments also stipulate that a driver who drives under the influence of narcotics or alcohol will be penalized by suspending his license for a period of one year from the date of a court ruling. The court decides the amount of the fine and/or the term of imprisonment.

Traffic lights

The amendments included the imposition of a fine of 1,000 dirhams for overtaking the red light by light vehicles or motorized bicycles and the registration of 12 traffic points with the vehicle being impounded for a month.

Busy on the road

The new rules imposed a fine of 400 dirhams and the registration of 4 traffic points in the event of being distracted from the road using a mobile phone, or any other things that caused the driver to be distracted.

Driver Behavior

Violations include:

  • Throwing waste on the road
  • Not leaving a safe distance between vehicles
  • Overtaking on the shoulder of the road
  • Gathering during accidents
  • Using quad bikes on the road
  • Crossing from non-designated places
  • Violation of technical and safety requirements
  • Not wearing a seat belt
  • Using invalid frames
  • Driving an uninsured or unregistered vehicle
  • Car windshield tinting exceeds (50%)
  • Driving a vehicle that makes noise
  • Transporting passengers without a permit

Speed Boost

Traffic Violation in UAE Speeding is one of the most serious violations on UAE roads. The new rules imposed a fine of 3,000 dirhams when the speed limit was exceeded, by more than 80 km per hour, with 23 traffic points registered, and the light vehicle was impounded for 60 days.
